This bill, known as the Enhancing Electric Grid Resilience Act, amends the Federal Power Act to establish a framework for allocating the costs of specific electric power transmission facilities. It introduces the concept of a "transmission facility of national significance," which includes new interstate or offshore electric power transmission lines with a capacity of at least 1,000 megawatts, or expansions that increase capacity by at least 500 megawatts, provided construction is completed after the bill's enactment. Under this new section, entities proposing such facilities can file tariffs with the Federal Energy Regulatory Commission (FERC) to allocate costs. FERC is mandated to ensure that these costs are allocated to customers within the relevant transmission planning region(s) in a manner roughly commensurate with the estimated anticipated benefits. These benefits encompass a broad range, including reliability , economic advantages, public policy goals, and enhanced resilience of the electric grid.
