This bill amends the Public Health Service Act to establish a new grant program, administered by the Secretary through the Deputy Assistant Secretary for Women's Health. The program aims to provide funding to eligible states for the establishment and maintenance of State Offices of Women's Health . States must apply and use funds for activities such as public education, addressing social determinants of health, and forming community stakeholder advisory panels. These offices would educate the public on various women's health topics, including preventive health, reproductive health, maternal health, and chronic disease management , while also serving as a centralized resource for data and best practices. They are tasked with collecting and disseminating research, developing funding recommendations, and conducting public awareness campaigns, with a focus on health needs across the lifespan and disparities. Importantly, the bill prohibits grant funds from being used to intentionally discourage or misrepresent scientifically accurate information regarding reproductive health services, including abortion, contraception, and sex education. Grant funding will be allocated 50 percent equally among eligible states and 50 percent based on a formula considering female population, maternal mortality rates, poverty rates among women, and rural population proportion. The bill includes strong privacy protections for collected data, ensuring it cannot be used for legal action or shared in an identifiable way. States are also required to submit annual reports detailing priorities, improvements, and outreach efforts, with $55,000,000 authorized annually for fiscal years 2027 through 2031.
