To amend title 38, United States Code, to direct the Secretary of Veterans Affairs to provide timely equitable relief to an individual who suffers a loss based on an administrative error by the Secretary, and for other purposes.

It establishes an affirmative duty for the Secretary of Veterans Affairs to provide equitable relief, changing the discretionary "may" to a mandatory "shall." This relief must be provided within 120 days after an administrative error is determined. Furthermore, the bill addresses debt collection practices by requiring the Secretary to promptly cancel any agreements with third-party debt collectors. This cancellation applies specifically when the Secretary determines that the original indebtedness was based on an administrative error . These provisions aim to ensure veterans are not unduly burdened by VA's mistakes and receive timely resolution.
