RESILIENCE Act of 2026

This bill proposes to enhance the security of critical infrastructure by establishing a new pilot program and expanding resource availability. The Cybersecurity and Infrastructure Security Agency (CISA) will launch a one-year pilot program to train State, local, Tribal, and territorial government officials. This training will focus on equipping them to conduct comprehensive security vulnerability and terrorism risk assessments of critical infrastructure facilities within their jurisdictions. Furthermore, the legislation authorizes CISA to establish and maintain one or more critical infrastructure clearinghouses . These clearinghouses will serve as central repositories for security guidance, best practices, and other voluntary content developed by CISA or aggregated from trusted sources. The resources will be made available to critical infrastructure owners, operators, and relevant stakeholders, including nonprofit organizations, ensuring accessibility and plain language compliance. The bill also mandates an annual public report detailing CISA's outreach efforts to critical infrastructure owners and operators regarding security guidance. This report must summarize outreach methods, frequency, and coverage across various sectors and geographic areas, along with plans for expanding future outreach. These provisions collectively aim to strengthen national critical infrastructure resilience through enhanced training and information sharing.
