This bill requires the Secretary of Transportation to issue a rule mandating that all new passenger motor vehicles manufactured for sale in the United States include devices capable of receiving AM broadcast stations as standard equipment . This rule must be issued within one year of the Act's enactment and ensure that AM broadcast access is easily accessible to drivers. Manufacturers may comply by installing devices that can receive signals from digital audio AM broadcast stations. The rule's effective date will be between two and three years after its issuance, with a longer period of at least four years for small manufacturers. During the interim period, from the Act's enactment until the rule's effective date, manufacturers of vehicles without AM radio must provide clear and conspicuous labeling to purchasers and cannot charge extra for AM access. The Act also preempts state and local laws concerning AM broadcast access in passenger motor vehicles. Furthermore, the bill directs the Comptroller General to conduct a comprehensive study on the dissemination of emergency alerts and warnings to the public, specifically assessing the role, effectiveness, and resilience of AM broadcast stations in vehicles compared to other communication technologies. The Secretary of Transportation, in coordination with FEMA and the FCC, must review the rule's impact on public safety every five years. The rule itself is set to sunset and no longer be in effect ten years after the Act's enactment.
