Concealed Crime Prevention Act

This legislation, titled the Concealed Crime Prevention Act , aims to deter criminal activity by imposing enhanced penalties on individuals who wear a ski mask during the commission of a criminal offense within the District of Columbia . It amends the District of Columbia Theft and White Collar Crime Act of 1982 to add new sentencing provisions. Specifically, a person found guilty of wearing a ski mask during a misdemeanor offense will face an additional, consecutive term of imprisonment of not less than six months . For a felony offense, the enhanced penalty is an additional, consecutive term of imprisonment of not less than two years . The bill defines a "ski mask" as a balaclava or similar head covering that conceals the wearer's identity, exposing only the eyes, nose, and mouth, but explicitly excludes religious headwear from this definition. These new penalties will apply to offenses committed on or after the act's enactment date.
