Continuing Appropriations Act, 2027

This bill enacts a continuing resolution to fund federal government operations for fiscal year 2027. It appropriates necessary amounts for departments, agencies, and other units of government, maintaining funding at the rates and under the conditions established in the applicable appropriations Acts for fiscal year 2026. This ensures the continuation of projects and activities that were conducted in the previous fiscal year. The legislation generally prohibits the initiation or resumption of any new projects or activities not funded in fiscal year 2026. For the Department of Defense , specific restrictions are imposed, preventing new production, increased production rates, or the initiation of multi-year procurements. Funding under this Act is set to expire on December 4, 2026, or earlier if regular fiscal year 2027 appropriations are enacted. The bill includes provisions to maintain entitlements and mandatory payments at current law rates and allows for civilian personnel compensation to avoid furloughs after administrative expense reductions. It also addresses the treatment of emergency and disaster relief funding designations. Furthermore, it allows for increased apportionment rates for programs like the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) , Small Business Administration loans, and wildfire suppression activities to meet demand or maintain participation. Additional funding is provided for Indian Health Service facilities to cover staffing and operating costs for recently opened or expanded facilities. The bill also extends certain agricultural marketing and National Flood Insurance Act provisions. Notably, it includes a provision to prevent cost-of-living adjustments for Members of Congress during the period covered by this Act.
