This bill, titled the National Coordination on Adaptation and Resilience for Security Act of 2026, amends the National Security Act of 1947 by adding a new section focused on national resilience coordination. It requires the President to designate a Chief Resilience Officer (CRO) within the National Security Council, responsible for coordinating interagency processes related to U.S. resilience. The CRO's duties include building resilience to natural hazards, bolstering national security domestically and abroad, analyzing Federal investments in resilience, and improving the efficiency of related expenditures. To facilitate coordination, the CRO must establish one or more interagency working groups and a Partners Council on Resilience . The Council's mission is to provide recommendations to the CRO on how the Federal Government can better support non-Federal partners, particularly rural and underresourced communities, in building resilience to natural hazards. This Council, comprising up to 24 members with a majority from non-Federal entities, will submit triennial reports to Congress and the President identifying deficiencies, necessary resources, and recommendations for improved support. A core provision is the mandate for the CRO to submit a comprehensive National Resilience Strategy to the President and Congress within two years, with updates every three years. This strategy will outline how the Federal Government, in partnership with non-Federal entities, will address vulnerabilities to natural hazards, emphasizing proactive adaptation, predisaster mitigation, and prioritizing vulnerable communities. It must include information on supporting non-Federal partners, developing Federal metrics for resilience, and strategies for prioritizing Federal funding for adaptation and resilience efforts. The strategy must also incorporate an implementation plan detailing agency roles, interagency agreements, and how recommendations will be integrated. Additionally, the bill requires the establishment of an Adaptation and Resilience Clearinghouse to enhance accessibility of data, information, and technical assistance for non-Federal partners. The Comptroller General will assess the strategy's implementation and effectiveness every two years, and the CRO must solicit public comments on draft versions of the strategy and implementation plan. The requirements of this section will sunset after the third assessment report or 10 years after enactment, whichever comes first.
