This bill proposes to abolish the Council of the Inspectors General on Integrity and Efficiency (CIGIE) one year after the bill's enactment. This legislative action aims to restructure the oversight functions previously performed by CIGIE, reassigning them to other federal entities. All functions of CIGIE, except those explicitly vested or transferred by this Act, will be abolished. Upon CIGIE's abolishment, its responsibilities will be distributed among several agencies. The Director of the Office of Management and Budget (OMB) will assume key roles, including developing policies for a skilled Inspector General (IG) workforce, planning governmentwide activities to combat fraud and waste, and mediating disputes involving multiple IG offices. The OMB Director will also coordinate with other agencies to develop policies for IG personnel. The Comptroller General of the United States will be responsible for developing standards for IGs to conduct inspections. Meanwhile, the Director of the Federal Law Enforcement Training Centers (FLETC) will take over the maintenance of academies for the professional training of IG auditors, investigators, and other personnel. The existing Inspectors General will continue to coordinate on identifying weaknesses in federal programs and operations regarding fraud, waste, and abuse. Furthermore, IGs will retain their responsibilities related to whistleblower protection, facilitating the work of Whistleblower Protection Coordinators and developing best practices in consultation with the Office of Special Counsel. The bill also mandates the transfer of the Inspectors General Council Fund to the Director of FLETC and ensures the transfer of personnel, property, and funds associated with the reassigned functions. The legislation includes extensive technical and conforming amendments to various federal laws, removing references to CIGIE and updating statutory language to reflect the new distribution of responsibilities. Savings provisions are included to ensure that existing legal documents, ongoing proceedings, and legal suits are not adversely affected by the abolishment and transfer of functions, maintaining continuity in government operations.
