Third World Immigration Moratorium Act

This bill establishes a prohibition on entry into the United States for aliens who are nationals of 40 specifically listed countries , including Afghanistan, Iran, Cuba, Venezuela, and Syria. It also prohibits entry for any alien possessing travel documents issued by the Palestinian Authority . This restriction applies only to individuals who are outside the United States and have not been issued a valid visa on the date the act is enacted. The bill outlines several exceptions , including lawful permanent residents, dual nationals, and individuals with certain nonimmigrant statuses (A, C, or G visas). Other exceptions cover athletes for major sporting events, special immigrants, and those with immigrant visas due to ethnic or religious persecution in Iran. Furthermore, the Secretary of Homeland Security may grant case-by-case waivers if an alien's entry advances a critical national interest, such as serving as a witness in criminal proceedings. The bill also mandates that the Secretary of State submit a report to Congress every 180 days, recommending whether the prohibition should be continued, modified, or terminated, and detailing any applied exceptions.
