TOTAL Screen Time Act

This bill directs the Director of the National Institute of Standards and Technology (NIST) to facilitate the creation of a voluntary technical standard for managing screentime across a range of devices. This initiative aims to provide tools for parents and guardians to set limits on their children's device usage, covering devices such as phones, tablets, computers, game consoles, and televisions. The proposed standard must incorporate an authentication and authorization model for minors and their parents, ensuring privacy by minimizing data exchange and prohibiting centralized databases of minor activity. Crucially, it must also uphold the cybersecurity of the devices involved and not require a specific identity scheme. NIST is required to convene a diverse group of stakeholders, including government agencies, device developers, medical professionals, and privacy advocates, to contribute to the standard's development. Furthermore, NIST will submit regular reports to Congress and publish them publicly, detailing the progress of the standard's development and adoption, along with any recommendations for support.
