This bill requires an appropriate national security agency to conduct a review within one year to determine if communications equipment and services from several named entities, including Game Science Interactive Co., Ltd. and Hangzhou DeepSeek Artificial Intelligence Basic Technology Research Co., Ltd. , along with their subsidiaries, affiliates, or partners, pose an unacceptable risk to U.S. national security or the safety of U.S. persons. Should the agency determine an unacceptable risk exists, or if no determination is made within the specified timeframe, the Federal Communications Commission (FCC) is mandated to add the identified communications equipment and services to the existing "covered list" under the Secure and Trusted Communications Networks Act of 2019. If a negative determination is made, other national security agencies must conduct their own reviews and report to Congress. Furthermore, the bill directs the Secretary of Defense to assess whether any of the specified entities should be identified as a "Chinese military company operating directly or indirectly in the United States" as part of an annual review process.
