Replace UNRWA with Real Humanitarian Assistance Act

This strategy must be submitted within 180 days of the bill's enactment and coordinated with international partners and allies, aiming to transition UNRWA's functions to new, accountable organizations. The strategy requires a detailed plan and timeline for the phased wind-down of UNRWA operations, an assessment of all current programs like education and healthcare, and the identification of appropriate successor entities such as host country governments or qualified international organizations. It also necessitates identifying new funding sources and a plan to ensure the continuity of services during the transition period, preventing any interruption of critical humanitarian aid. Additionally, the strategy must establish mechanisms for neutrality, accountability, transparency, and oversight in successor programs, alongside a risk-reward assessment of humanitarian, political, and security implications. A diplomatic engagement plan with host countries and international partners, including estimated costs and savings, is also required, with implementation beginning within one year of submission while ensuring successor entities meet minimum standards for transparency and accountability.
