The Securing Healthcare and Income Entitlements for Lawfully Domiciled Citizens (SHIELD Citizens) Act proposes to amend the Personal Responsibility and Work Opportunity Reconciliation Act of 1996. Its central aim is to restrict eligibility for a broad array of Federal welfare programs solely to citizens of the United States, addressing a perceived gap where some benefits are currently available to noncitizens despite existing policy. The bill explicitly defines Federal welfare programs to encompass major assistance initiatives such as the Temporary Assistance for Needy Families (TANF), Supplemental Nutrition Assistance Program (SNAP), Supplemental Security Income (SSI), Medicaid, and federal housing assistance. It mandates that only a citizen or national of the United States will be eligible for these programs, with the changes taking effect on the first day of the first fiscal year beginning at least 180 days after enactment. A 180-day transition period is provided for current non-citizen recipients to allow for redetermination or an orderly exit from programs.
