VA Police Security Enhancement Act

This legislation aims to significantly enhance the security capabilities of Department of Veterans Affairs police officers. It broadens their jurisdiction by redefining Department property to encompass leased land and buildings, including those leased to other entities, and the immediate surrounding areas. These officers will gain expanded authority to protect veterans, VA personnel, and property, and to ensure the operational continuity of VA facilities. The bill permits VA police to exercise authority off Department property under specific circumstances, such as in hot pursuit or to protect VA personnel, and requires the Secretary to seek memoranda of understanding with other law enforcement agencies for coordinated efforts. It also mandates the implementation of modern security measures at VA facilities, including access controls and surveillance systems. Furthermore, the bill establishes a dedicated Veterans Affairs Police and Security Operations Account to fund officer employment, training, and security infrastructure, which will sunset after three years. The legislation also strengthens congressional oversight by requiring the Secretary to provide policies, data, and annual reports on VA police activities and capabilities.
