No Hostile ONLOOKERS Act

This bill, known as the No Hostile ONLOOKERS Act , aims to enhance national security by restricting intelligence community funding for certain National Laboratories. It specifically prohibits elements of the intelligence community from obligating or expending funds for research, development, or technical support at any National Laboratory that allows covered assignees or covered visitors from designated countries of risk to access its premises, information, or technology. The legislation defines these terms by referencing existing sections of the Intelligence Authorization Act for Fiscal Year 2025, ensuring consistency with established security protocols. The primary goal is to prevent foreign intelligence agencies or through nontraditional intelligence collection from obtaining sensitive knowledge from U.S. National Laboratories. However, the head of an intelligence community element may waive this prohibition for National Intelligence Program activities if they certify that the research or support is not at risk of collection and provide a detailed justification to the congressional intelligence committees.
