The Secretary is granted flexibility to apply alternative building, design, space, resiliency, or construction standards, acknowledging the unique geographic, logistical, and market conditions of the Northern Mariana Islands. This flexibility ensures the facility is safe, accessible, and functional for delivering outpatient care to veterans. Furthermore, the bill mandates consideration of elevated costs and logistical challenges, such as the lack of a permanent VA clinical presence, geographic distance, and shipping requirements, to reduce the burden of travel for veterans in the Commonwealth.
