The Space Ready 2.0 Act authorizes the National Aeronautics and Space Administration (NASA) Administrator to implement a pilot program for public and private investment in infrastructure projects at NASA Centers. This program focuses on enhancing common use infrastructure , such as roadways and commodities pipelines, which benefits multiple users at a NASA Center, rather than infrastructure solely for NASA's benefit. Under this pilot program, the Administrator may enter into agreements to collect voluntary infrastructure contributions from commercial entities and other government bodies. These contributions are intended to fund specific capital repair, maintenance, and improvement projects, but their collection and use are contingent upon advance appropriation acts. The bill mandates transparency, requiring cost and schedule baselines for projects and a breakdown of cost-sharing between government and commercial entities upon completion. Agreements with commercial entities must specify terms of use, ownership, and disposition of funds, and ensure that contributed funds are not recovered through other agreements with the U.S. government. Unexpended commercial contributions are to be refunded or redesignated to other eligible projects. The Administrator is also required to submit annual reports and biennial updates to Congress detailing project expenditures, proposed uses of funds, and recommendations for streamlining efforts, with the authority to collect voluntary contributions terminating on December 31, 2031.
