This bill prevents the National Science Foundation (NSF) from obligating or expending federal funds to decommission or descope instruments belonging to the Ocean Observatories Initiative (OOI) . This restriction applies to OOI instruments located off the coasts of Oregon, Washington, Alaska, North Carolina, and in the Irminger Sea. The prohibition is temporary, lasting until the NSF completes a comprehensive review of the Initiative and its national assets, which must include significant engagement from both the scientific and coastal communities. Furthermore, the bill mandates that the Director of the NSF must ensure full and consistent operations of the OOI, including monitoring in all relevant states, until the specified review is finalized.
