The Medicare Advantage MLR Transparency Act seeks to enhance transparency regarding the financial operations and benefit offerings of Medicare Advantage (MA) plans. Beginning January 1, 2029, the bill mandates that MA organizations must submit to the Secretary and publish on their public websites detailed financial data for each MA plan. This includes the total revenue , the amount and percentage of revenue expended on incurred claims , and the amount and percentage spent on non-claims costs . Organizations must also disclose the difference between the MLR numerator and denominator, expressed both as an amount and a percentage of revenue, all presented in a consumer-friendly format. Furthermore, the legislation requires that electronic benefit information provided by MA plans be presented in a uniform format . This standardization, effective one year after enactment, aims to ensure comparability with information required from group health plans and health insurance issuers under the Public Health Service Act, making it easier for consumers to understand and compare different plans.
