This bill proposes to amend the Help America Vote Act of 2002 by establishing a new Ranked Choice Voting Program . The program aims to assist State and local governments that are considering or actively transitioning to a ranked choice voting system for Federal, State, or local elections. A ranked choice voting system is defined as one where voters rank contest options, and votes are tabulated in rounds to ensure a winner achieves a majority in single-winner contests or proportional representation in multi-winner contests. Under this program, the Election Assistance Commission (EAC) would be responsible for two main functions. First, it would provide technical assistance to jurisdictions navigating the transition process. Second, the EAC would award grants to support various transition activities, including the acquisition of voting equipment and tabulation software, appropriate ballot design, and the development of educational materials and voter outreach initiatives. These grants would be limited to 50 percent of the total cost, prioritize diverse jurisdictions, and would be funded by an authorized appropriation of $40,000,000 for fiscal year 2027 , with funds remaining available until expended.
