Due within 180 days of enactment, this plan must include a strategic roadmap for widespread adoption, detailing required research, development, testing, and certification. Key components of the plan involve assessing safety benefits, considering interoperability with ADS-B In and Out equipment, and identifying necessary funding. The Secretary is also required to provide recommendations for administrative or legislative actions to advance this technology and brief Congress on the plan within 30 days of its submission.
