CHARM Act

This bill amends the Solid Waste Disposal Act to mandate the creation of a National Critical Mineral Recovery Strategy. The Environmental Protection Agency Administrator is directed to develop and implement this strategy in consultation with other relevant federal agencies. Its primary purpose is to coordinate federal efforts to recover critical minerals from various discarded materials, including mining waste and metal processing waste. The strategy will identify existing programs, authorities, and opportunities to expand recovery while addressing legal, technological, and other barriers. The strategy also focuses on identifying potential sources of critical minerals in discarded materials and evaluating their role in strengthening domestic supply chains. It emphasizes recovering these minerals in a manner that minimizes risks to human health and the environment. Furthermore, the Administrator must submit a comprehensive report to Congress every two years, detailing the strategy, actions taken by federal agencies, and any legislative recommendations to support these recovery efforts.
