This bill establishes an Environmental Protection Agency (EPA) program to investigate, evaluate, and support processes for identifying and recovering critical materials from contaminated sites, including contaminated media and solid waste. The program aims to enhance domestic critical material supply chains and support the remediation of contaminated areas, particularly those on the National Priorities List, while protecting human health and the environment. The EPA is authorized to provide financial assistance, through contracts, agreements, and awards, to persons, state, local, and Tribal government entities, and nonprofit organizations. This assistance is capped at $10,000,000 annually in aggregate and $3,000,000 per recipient. The program is set to terminate ten years after its enactment, with applications evaluated based on their contribution to domestic critical material sourcing, advanced recovery methods, national security, and environmental remediation.
