Less Bureaucracy, Better Tribal Education Act

This bill mandates the transfer of all functions related to Tribal education and job training from the Department of Education to the Department of the Interior. This comprehensive transfer includes the administration of 22 specific programs , grants, and initiatives designed to support Native American, Alaska Native, and Native Hawaiian educational and vocational development. The goal is to consolidate federal oversight and management of these critical services under a single department. Among the programs being transferred are demonstration grants for American Indian children, professional development grants, Alaska Native and Native Hawaiian education programs, and various Native American language initiatives. It also includes career and technical education programs, grants for Tribally Controlled Colleges and Universities, and special education grants for American Indian children. The bill ensures that all associated personnel, assets, liabilities, contracts, and unexpended funds will also be transferred to the Department of the Interior. Before the full effective date, the Secretary of Education is required to consult and coordinate with Indian Tribes on the provisions of this Act within six months of enactment, and then publish a written response. The Director of the Office of Management and Budget will oversee the transfer process, ensuring no net increase in federal employees and making necessary determinations for a smooth transition. The Act includes savings provisions to ensure the continuity of existing legal documents, proceedings, and suits during this significant departmental shift.
