This bill, titled the Combating International Islamophobia Act, aims to address Islamophobia globally by establishing a dedicated office within the Department of State. Within 120 days of enactment, the Secretary of State must create the Office to Monitor and Combat Islamophobia . This office will be headed by a Special Envoy for Monitoring and Combating Islamophobia , appointed by the Secretary. The primary responsibility of this Office is to monitor and combat acts of Islamophobia and Islamophobic incitement occurring in foreign countries. It will also coordinate and assist in preparing relevant sections of existing annual reports, such as those required by the Foreign Assistance Act of 1961 and the International Religious Freedom Act of 1998. These reports will now specifically include detailed assessments of Islamophobia. The mandated reports will describe: acts of physical violence, harassment, and vandalism against Muslim communities and institutions; instances of propaganda promoting hatred or inciting violence; government actions to respond to such incidents, eliminate propaganda, enforce religious freedom laws, and promote anti-bias education. The Special Envoy is also directed to consult with domestic and international nongovernmental and multilateral organizations to fulfill the Office's mission.
