This bill extends the authorization for Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs until 2030, increasing administrative funding and requiring fund transfers to the SBA to boost program administration and participation from underserved populations. It also reauthorizes the "Every Kid Outdoors" program, expanding eligibility to include fifth graders and older home-schooled learners, and authorizes $25 million annually for its support, promotion, transportation, and targeted outreach. A National Nuclear Forensics Center is established within the National Nuclear Security Administration to coordinate all federal nuclear forensics and attribution activities, consolidating existing functions and requiring the NNSA to integrate nuclear forensics expertise into its university programs. The bill further amends the Family and Medical Leave Act (FMLA) to permit intermittent leave or reduced leave schedules for an employee's or family member's serious health condition, notably removing the prior certification requirement for such intermittent FMLA leave. To facilitate mortgage assumptions, the bill allows the Federal Housing Administration (FHA) and Department of Veterans Affairs (VA) to insure or guarantee second mortgages when they already hold the first lien on a property. It also mandates FHA, USDA, and VA to publish public lists of properties with insured or guaranteed mortgages, including addresses and origination dates. A new federal tax credit of up to $1,000 for qualified hearing aids is established, applicable once every five years for individuals below specified income thresholds. The Director of National Intelligence is mandated to produce a National Intelligence Estimate on Chinese AI systems , assessing potential biases, use cases, and risks to U.S. national security, with recommendations for countermeasures. Additionally, the bill criminalizes the establishment or use of a corporation to conceal foreign national election contributions , imposing significant penalties, and includes House procedural updates. Finally, the bill appropriates $1,000,000 each for several entities for fiscal year 2027, including the Medicare Payment Advisory Commission, Joint Economic Committee, Financial Crimes Enforcement Network, Space Force, Environmental Protection Agency, and the Department of Energy's Advanced Research Projects Agency—Energy.
