This bill amends the United States Housing Act of 1937 to establish a new process for the reallocation of tenant-based housing assistance funds. It requires the Secretary of Housing and Urban Development (HUD) to annually recapture unobligated funds provided to public housing agencies (PHAs) for tenant-based assistance, specifically excluding administrative fees. The recaptured amounts will then be redistributed to other public housing agencies that have successfully utilized all of their allocated tenant-based assistance . This mechanism aims to ensure that federal housing voucher funding is efficiently distributed and fully utilized by PHAs demonstrating a greater need or capacity to disburse assistance.
