Covered systems are defined as **expendable, low-cost unmanned systems** designed for specific missions in high-threat environments, including aerial, underwater, and surface vehicles, as well as capabilities to counter such systems and their command and control architecture. The Working Group's responsibilities include analyzing lessons learned from Ukraine's military and identifying operationally effective Ukraine-designed systems for potential integration into U.S. programs. It is tasked with developing **defense trade foundational agreements**, such as mutual technology transfer frameworks that ensure secure data exchange and joint intellectual property ownership. Additionally, the group will assess the feasibility of testing U.S.-manufactured systems in Ukraine's active combat scenarios. The bill mandates the prioritization of proven Ukraine-designed systems for co-development, co-production, and acquisition, while also addressing regulatory and supply chain challenges. The Working Group must provide initial strategies and semiannual reports to congressional defense committees on its progress, identified systems, acquisition authorities, supply chain analysis, and intellectual property frameworks, and is set to terminate after five years, with a possible one-year extension.
