This bill mandates the establishment of the Pacific Islands Liaison Initiative by Homeland Security Investigations (HSI) within 180 days of enactment. This Initiative, to be carried out by HSI Honolulu in collaboration with other HSI offices, aims to strengthen United States strategic partnerships and enhance the ability to combat transnational criminal organizations in the Pacific region. It seeks to position the U.S. as the partner of choice by providing sustained support, resources, and expertise, thereby promoting regional stability and economic development. The Initiative will strengthen partnerships through regular law enforcement visits and joint operations, while enhancing the capacity of Pacific Island countries to combat transnational crime via training and resource sharing. It also supports the forward deployment of U.S. law enforcement personnel to a regional hub, enabling rapid engagement across the islands, and aims to counter malign influence by addressing criminal threats and promoting shared values. To facilitate these efforts, the bill requires the appointment of at least four full-time personnel and mandates annual reports to Congress detailing activities, impact, and recommendations. Furthermore, $5,000,000 is authorized to be appropriated annually from 2027 through 2034 to fund the Initiative.
