To direct the Secretary of Veterans Affairs to coordinate with the Secretary of Health and Human Services in administering the Veterans Community Care Program, and for other purposes.

This bill mandates enhanced coordination between the Department of Veterans Affairs (VA) and the Department of Health and Human Services (HHS) to optimize the Veterans Community Care Program . Within one year of enactment, the VA Secretary must seek a memorandum of understanding with the HHS Secretary to enable reciprocal data access between the Veterans Health Administration and the Centers for Medicare and Medicaid Services. This data exchange is specifically for veterans concurrently enrolled in both VA healthcare and either the Medicare program or a Medicare Advantage plan , with the primary goal of preventing the VA from furnishing duplicative healthcare or making erroneous and duplicative payments for services provided to these dually enrolled veterans. Furthermore, the bill directs the VA to utilize this shared information to identify specialized Medicare Advantage plans for special needs individuals that offer benefits crucial for veteran health care, thereby expanding access to beneficial services. These identified benefit categories include: Adaptive sports equipment Hearing aids and related audiology services Integrated traumatic brain injury rehabilitation Hyperbaric oxygen therapy Massage therapy Residential rehabilitation Complementary and integrative health services The legislation also authorizes the VA and HHS Secretaries to establish dedicated coordination offices within their respective agencies to further facilitate this dual eligibility coordination, ensuring a more integrated approach to veteran care.
