National Task Force on Caregiving Youth of Veterans Act.

This legislation establishes the National Task Force on Caregiving Youth to address the unique challenges faced by young individuals who provide unpaid care to veterans and members of the Armed Forces. These caregiving youths often assist with physical needs, emotional support, and household management, which can adversely affect their education, health, and economic opportunities. The bill recognizes their significant contributions while highlighting the current lack of adequate federal support and a coordinated strategy to meet their needs. The Secretary of Veterans Affairs will establish the Task Force within 180 days, comprising at least 18 members from various federal departments, including Veterans Affairs, Health and Human Services, Education, and Defense, alongside representatives from non-profit organizations. A primary duty is to commission a comprehensive national study on caregiving youth, analyzing their prevalence, demographics, socio-economic impacts, and the short- and long-term effects on their well-being. The Task Force must also consult directly with stakeholders, including caregivers and non-profit representatives, and develop targeted policy recommendations for Congress and federal agencies on expanding support and resources. Additional duties include exploring the feasibility of a standardized database to track caregiving youth demographics and services, formalizing non-profit engagement through a Caregiving Youth Advisory Council, and surveying existing federal efforts. The Task Force is required to submit an initial report within one year and annual reports thereafter, detailing its progress and recommendations, before its termination five years after the Act's enactment. This initiative aims to ensure appropriate recognition and assistance for caregiving youth under the age of 26 who support veterans and service members.
