This bill establishes a moratorium on the construction or upgrading of new or existing artificial intelligence data centers . This halt will remain in effect until specific federal legislation is enacted to protect the public from the potential dangers of artificial intelligence. The bill broadly defines an AI data center as facilities used for large-scale AI development or operation, or those with high power capacity and advanced cooling systems. To lift the moratorium, new laws must ensure federal review and approval of AI products for safety, safeguarding working families, privacy, and civil rights. These laws must also guarantee that AI's economic benefits are shared with workers, preventing job displacement and ensuring wealth distribution. Additionally, any future AI data centers must not increase utility bills, harm the environment, receive government subsidies, or proceed without community approval. They must also create union jobs with strong labor standards. The bill mandates the Secretary of Energy to submit quarterly public reports on existing AI data centers, detailing their financial vehicles, water and energy usage, greenhouse gas emissions, and job creation. It also imposes export controls on computing infrastructure hardware to countries lacking comparable AI safety statutes or regulations, particularly for AI data center use or AI model training and deployment.
