SAFE Training for OB-GYNs Act

This bill, titled the SAFE Training for OB-GYNs Act, amends the Public Health Service Act to establish a new program aimed at strengthening the reproductive health care workforce . It authorizes the Secretary, through the Health Resources and Services Administration, to award grants, contracts, or cooperative agreements to entities operating approved graduate medical residency training programs. These funds are specifically intended to establish, expand, or support training in sexual and reproductive health care , including abortion care, for health care professionals who are compelled to seek such training in a different state due to restrictive state abortion laws. Grant recipients must also use these funds to reimburse the travel and related expenses incurred by these professionals, ensuring access to necessary training opportunities. A "covered State abortion law" is defined as any state law that directly or indirectly restricts an individual's ability to access or a health care provider's ability to provide abortion care within that state. To implement this program, the bill authorizes an appropriation of $10,000,000 annually for fiscal years 2027 through 2031.
