Voluntary Consumer AI Disclosure Pilot Act

This bill mandates the Director of the National Institute of Standards and Technology (NIST) to establish a pilot program within one year of enactment. The primary goal of this program is to evaluate voluntary approaches for disclosing the provenance of content produced or manipulated by artificial intelligence and instances of direct, real-time user interaction with AI systems by private sector entities. The pilot program will specifically assess how private sector entities can inform users about content generated by AI systems they engage with and any real-time interactions. It will draw insights from existing consumer product labeling programs to inform its design and evaluation methods. Following the completion of the pilot program, NIST is directed to support the development of guidelines, best practices, and voluntary standards for AI content disclosure . The Director must also submit a comprehensive report to relevant congressional committees within 180 days, detailing the pilot's findings, including its feasibility, usefulness, limitations, and any recommendations for further action. In carrying out these duties, NIST is required to consult with federal agencies and seek input from private sector entities, civil society, and academia.
