This bill mandates that the Secretary of Defense update guidance for the Junior Reserve Officers' Training Corps (JROTC) program within 270 days, in coordination with the Secretaries concerned. This updated guidance must establish an evaluation plan to assess the impact of the JROTC Standardized Instructor Pay Scale (JSIPS) on instructor recruitment and retention. The evaluation plan requires the development of standardized metrics to measure recruiting outcomes and retention rates across all military services. These metrics must include, but are not limited to, instructor vacancy rates, time-to-hire, retention rates, geographic variations, and comparisons between the JSIPS and legacy pay systems. It also requires tracking applicant progress through the hiring process and reasons for declining offers. Finally, the Secretary of Defense must submit an initial report to Congress one year after the guidance update, and then annually for two additional years. These reports will detail the updated guidance, present collected data and assessments of the pay scale's effects, and offer recommendations for legislative or administrative actions.
