To terminate the designation of the Islamic Republic of Pakistan as a major non-NATO ally, and for other purposes.

This bill seeks to immediately terminate the designation of the Islamic Republic of Pakistan as a Major Non-NATO Ally (MNNA) upon its enactment. This termination applies to any existing designation under the Foreign Assistance Act of 1961 or other provisions of law. Furthermore, the legislation stipulates that the President may not re-designate Pakistan as an MNNA without first submitting a detailed certification to Congress. This certification must confirm that Pakistan is actively conducting military operations to disrupt the Haqqani Network's safe haven and freedom of movement within its territory. It also requires Pakistan to demonstrate a commitment to preventing the network from using its land as a safe haven, actively coordinate with Afghanistan to restrict militant movement along the border, and show progress in arresting and prosecuting Haqqani Network leaders and operatives.
