This legislation aims to enhance veteran suicide prevention efforts by codifying the National Veteran Suicide Prevention Annual Report , requiring the Department of Veterans Affairs (VA) to regularly report and brief Congress on its suicide prevention activities. Specifically, the VA's Office of Mental Health and Suicide Prevention must produce and submit an annual report to the Committees on Veterans' Affairs of both the Senate and House of Representatives. The Secretary of Veterans Affairs is also mandated to provide an annual briefing to these committees on the most recent report's findings and progress. Additionally, the bill directs the Secretary of Veterans Affairs to conduct a comprehensive two-year study , commencing by January 1, 2027, to investigate the relationship between veterans' engagement with the VA's Chaplain Service and other faith-based programs and their risk of suicide. This study will define measurable engagement categories, track the use of chaplain-involved mental health services and faith-based programs, and analyze data across VA facilities to assess correlations with mental health outcomes, including suicide-related behaviors. It will also identify best practices and programs that demonstrate positive outcomes, all while ensuring veteran confidentiality, protecting religious communications, and maintaining voluntary participation in services. The Secretary is required to submit annual reports on this study to the Congressional Committees on Veterans' Affairs, detailing collected data, trend analysis, and a list of programs with measurable effects on suicide risk. These reports must also include the Secretary's recommendations for improving data collection and resource allocation for suicide prevention initiatives.
