Easy Access to Mail Act

The "Easy Access to Mail Act" seeks to establish new rules for the United States Postal Service (USPS) regarding the implementation of centralized mail delivery for residential housing units. This delivery method involves grouping mail receptacles at a single location and specifically applies to single-family homes and townhouses, not multi-unit apartments or condominiums. A significant provision of the bill prevents the USPS from retroactively changing the primary mode of mail delivery to centralized delivery for any existing housing development that did not already utilize it on the date of the bill's enactment. For new housing developments constructed after the bill's enactment, the USPS is prohibited from requiring centralized delivery without first securing prior approval from the local legislative body or, if none exists, the state legislature with jurisdiction. Should approval be granted, the local postmaster must provide 60 days' written notice to relevant local government units and allow a 60-day period for public comment from residents, property owners, and home builders. The bill also tasks the Postal Regulatory Commission with ensuring that no USPS policy changes disproportionately negatively affect vulnerable communities , including rural, lower-income, elderly, disabled, or predominantly minority populations.
