This bill proposes the establishment of the Department of Advanced Technology and Artificial Intelligence (DATA) as a new Executive department, led by a Secretary appointed by the President. The DATA's core mission is to develop a comprehensive federal framework for artificial intelligence, updating relevant statutes, and creating a unified strategy for AI utilization across all federal departments and agencies. This aims to ensure consistent development and implementation of AI standards and policies government-wide. To achieve its mission, the Department will fund and conduct research, manage infrastructure related to federal AI use, and develop crucial safety and oversight standards. It will also establish artificial intelligence incident reporting systems for cybersecurity risks and breach prevention, and create regulatory frameworks for future AI regulations. Furthermore, the DATA is tasked with developing strategies to promote AI literacy in schools, establish workforce programs, and address potential labor displacement caused by AI, coordinating worker protections. The bill also mandates a Government Accountability Office (GAO) report within 180 days to assess existing federal AI regulations, identify duplication, and recommend improvements for inter-agency coordination. This report will also provide recommendations for the DATA's structure, functions, funding, and necessary legislative actions, including establishing consumer, workforce, and privacy protections, safety requirements, and regulations concerning deepfakes and misinformation.
