This bill amends the Animal Welfare Act to establish a new program aimed at increasing the microchipping of dogs and cats in animal shelters. It directs the Secretary of Agriculture to enter into cooperative agreements with state and local governments to support the capability of eligible shelters to microchip animals in their care before they are recovered by owners, adopted, or transferred. The program covers both publicly owned and operated pounds or shelters, as well as private entities under contract with local governments that operate as shelters and release animals voluntarily. To fund these efforts, the bill authorizes an appropriation of $5,000,000 annually for fiscal years 2026 through 2030. Additionally, it mandates a report by December 31, 2030, from the Secretary of Agriculture to assess the program's effectiveness, recommend its potential extension for an additional five years, and estimate the necessary funding.
