This legislation establishes the National Advisory Commission on Extreme Heat and Global Security , an independent and bipartisan body within the legislative branch. The Commission's central mandate is to conduct a comprehensive five-year study into the global dimensions of extreme heat and heat-related extreme weather events. This study will evaluate the global risks posed to national security, track measurable health and socioeconomic impacts, and review existing policies across various governmental levels and international organizations. Following its study, the Commission is required to develop both a short-term plan of action and a long-term plan of action to mitigate and adapt to extreme heat. These plans will identify key actions and policies to strengthen global preparedness, response, and resilience, and provide policy recommendations for communities and Federal agencies. The Commission will submit an initial report detailing the short-term plan within one year, an interim report with the long-term plan within four years, and a final report with conclusions and potential legislative language within ten years, after which it will terminate.
