ReCement Act

This bill, known as the ReCement Act, proposes significant changes to the Solid Waste Disposal Act by redefining what constitutes "solid waste." Its core purpose is to exclude certain recovered materials and resources from this definition, particularly those utilized in cement manufacturing, to promote material efficiency and new technologies.

Specifically, the legislation exempts non-hazardous secondary materials that are already determined to be non-waste under existing federal regulations. It further excludes recovered materials or resources that would not be considered hazardous waste if discarded, provided they are used as an ingredient or fuel in the production of cement or clinker. These materials must be managed as valuable commodities, remain under the generator's control, and meet specific legitimacy criteria outlined in federal regulations, even if they were previously discarded but processed for use.
