Furthermore, the bill generally prohibits the use of Armed Forces members, Department of Defense contractors, or DoD assets for transporting unaccompanied alien children for immigration enforcement purposes, including deportation or removal. An exception is made for situations in areas under a presidential disaster declaration for natural or weather-related events. The legislation also mandates that government agencies cannot coerce or induce unaccompanied minors to sign legal documents impacting their custody, placement, or immigration status, or to waive their rights, without a meaningful opportunity to consult confidentially with a lawyer. If a child lacks legal representation, the government must ensure a referral and consultation with a legal services provider within five business days.
