This bill significantly alters the framework for the Summer Electronic Benefit Transfer (EBT) program by transitioning it from an optional program to a mandatory one for states. Currently, states and covered Indian Tribal organizations can choose whether to participate in Summer EBT. However, starting in summer 2027 , participation in the Summer EBT program will become a mandatory condition for any state that operates a school lunch program under the Act. For the summers of 2024 through 2026, participation in the Summer EBT program will remain elective for states and covered Indian Tribal organizations. From 2027 onwards, states will no longer "elect" to participate but will be required to submit a comprehensive management and administration plan for the program by February 15th of each year. This change aims to ensure consistent access to food assistance for children during the summer when school meals are unavailable.
