The "High-risk Alert Improvement for Locating Endangered Youth Act of 2026," or HAILEY Act, aims to enhance the effectiveness of the AMBER Alert system. It achieves this by amending Section 302(a) of the PROTECT Act to establish new minimum standards for alert issuance and dissemination. Specifically, the bill expands the criteria for activating the AMBER Alert Communication network to include individuals under the age of 18. These alerts can be issued when law enforcement reasonably believes the individual is a high-risk missing person , thereby improving efforts to locate endangered youth more swiftly.
