This bill mandates the Environmental Protection Agency (EPA) to conduct a comprehensive study on the environmental and energy-related impacts of artificial intelligence (AI) data centers and their associated infrastructure. Collaborating with other federal agencies, the EPA must examine the full lifecycle impacts of AI, including energy and water use, air and water quality effects, greenhouse gas emissions, and land use changes. The study will also assess how design and deployment decisions influence these impacts, consider disaster resilience, and identify both positive and negative environmental consequences of AI applications, with public input. Additionally, the bill directs the National Institute of Standards and Technology (NIST) to convene a stakeholder consortium . This consortium will identify future measurements, methodologies, and standards for assessing AI's environmental and energy impacts, aiming to facilitate consistent reporting and develop open-source tools. Concurrently, the EPA Administrator must establish an annual reporting system for AI data centers with a power capacity exceeding 50 megawatts, requiring them to disclose detailed information on resource consumption, pollution, and electronic waste. The EPA will develop specific guidelines for calculating and reporting these metrics, ensuring public disclosure of the collected data, with enforcement provisions for non-compliance. Finally, the EPA, Department of Energy, and NIST will jointly submit a report to Congress detailing the consortium's findings, summarizing reported information, and offering legislative or administrative recommendations to mitigate AI's negative environmental impacts.
