This bill mandates the Secretary of Commerce, in consultation with U.S. Customs and Border Protection and the Coast Guard, to develop a methodology for identifying the country of origin of shrimp within 18 months of the Act's enactment. The primary goals of this initiative are to support Federal and State law enforcement agencies in combating illegal, unreported, and unregulated fishing , and to enhance food safety and the traceability of shrimp in the food supply. Additionally, the methodology is intended to facilitate the screening of shrimp at ports of entry, improve import monitoring, and strengthen the enforcement of trade restrictions and customs duties. The developed methodology must incorporate chemical analysis and be designed to be responsive to the needs of law enforcement agencies, minimizing the time required to obtain test results. A key requirement is that the methodology should be capable of being made available as a portable field kit and be usable for testing raw, cooked, and prepared food containing shrimp. Furthermore, the Secretary is required to submit a report within two years, outlining the methodology, a plan for its operationalization, and explanations for any aspects that prove difficult to implement.
