This bill establishes the National Diabetes Project within the Office of the Secretary of Health and Human Services to create and maintain an integrated national plan aimed at overcoming diabetes. The Project is tasked with coordinating diabetes research and services across all Federal agencies, accelerating the development of treatments, and improving early diagnosis and care coordination for individuals with diabetes. It also emphasizes ensuring the inclusion of high-risk ethnic and racial populations to decrease health disparities and coordinating with international bodies to combat diabetes globally. The Secretary of Health and Human Services will oversee the national plan and evaluate all Federal diabetes programs, while an Advisory Council on Diabetes Research, Care, and Services , comprising federal and non-federal experts, will provide advice and annual reports to Congress. This Council will assess federally funded efforts, recommend priority actions to reduce the financial impact of diabetes on programs and families, and improve health outcomes. All relevant agencies are required to share data with the Secretary, who will submit annual reports to Congress, including an updated national plan and recommendations, before the Project's expiration on December 31, 2036.
