This bill establishes a grant program to ensure that all eligible individuals, regardless of income, have access to federally compliant identification documents. The program provides funds to States to cover the costs associated with issuing REAL ID-compliant identification at no cost to low-income individuals. Low-income individuals are defined as those with household incomes not exceeding 200 percent of the Federal poverty level or participating in means-tested public assistance programs. States receiving grants may use funds for various purposes, including: waiving application and issuance fees covering administrative costs conducting nonpartisan public awareness activities providing mobile or remote services assisting applicants in obtaining required supporting documentation . To receive funding, States must submit an application detailing their plans for identifying eligible individuals, eliminating fees, conducting outreach, and ensuring privacy and security. Funds will be allocated based on the population of low-income individuals and demonstrated need, with an authorization of $50,000,000 annually from fiscal years 2027 through 2031.
